In 2019, Jennifer led the drafting and negotiation of the New Mexico Produced Water Act, which was recognized as groundbreaking legislation that promotes water conservation and the reuse of produced water. Matthias previously served as Deputy Secretary of the New Mexico Energy, Minerals, and Natural Resources Department, where he worked with the Secretary and Governor's Office to develop and implement regulatory and policy strategy and oversaw the operations of the State's energy and natural resource regulatory bodies – the Oil Conservation Division and the Mining and Minerals Division. In 2018, working with numerous New Mexico state agencies and the EPA, Matthias spearheaded the development of Oil and Natural Gas Produced Water Governance in the State of New Mexico—Draft White Paper, which set the stage for meaningful advancement of produced water policy in New Mexico.
